常志强，博士，研究员，硕士研究生导师，国家虾蟹产业技术体系工厂化养殖岗位科学家。
主要从事海水健康养殖模式和关键技术研究工作。研究成果“海水池塘多营养层次生态健康养殖技术”、“对虾工厂化循环水高效生态养殖技术”被农业农村部遴选为农业主推技术，“‘参-虾（蟹）-藻’多营养层次生态养殖技术”入选山东省农业主推技术，多项养殖技术在我国北方沿海地区进行产业化应用和推广，取得显著经济、社会和生态效益。
先后主持国家自然科学基金面上项目、“十四五”国家重点研发计划“海洋农业与淡水渔业科技创新”重点专项课题、中国水产科学研究院基本科研业务费项目等各类课题30余项。发表研究论文100余篇，主编专著1部，副主编专著1部，参编4部。获山东省科技进步一等奖1项（第6）、中国水产学会范蠡科学技术奖科技进步一等奖1项（第18）、中国水产科学研究院科学技术奖二等奖1项（第3）。
